Safari and Chrome do it correctly, but Edge not. If the link was a deep link, then after all the redirects, Edge will simply always open the App Store page, and not the app that is associated with the URL. Safe Links cause a bunch of HTTP redirects, and they are not being handled correctly by Edge. This is, for instance, the reason why everyone is having such troubles with Outlook Safe Links and Edge, on iOS. Hyperlinks inside the HTML page work great, but hyperlinks via the address bar (or other means, for instance website redirect) do not work very well. This issue still exists in the current Edge browser on iOS.
